If you have numerous speeding tickets, traffic violations or a recent history of car accidents, you may be swimming in the high-risk pool for car insurance.

Over the years, the auto insurance industry has found ways to absorb most high-risk drivers into its ranks through “nonstandard policies,” where you pay a high premium but secure the liability insurance you must have by law to drive.

Car insurance high riskBut there are drivers even the regular car insurance industry can’t help. These drivers can’t buy car insurance in the “voluntary market” because they are first-time drivers or their driving records are peppered with violations. These are folks who are expected to make future car insurance claims and car insurance companies don t want them.

If you’re in that boat, you’ll have to dive into your state’s “assigned-risk pool,” also known as the “residual” or “shared” market. This is where risky drivers can buy car insurance policies at a high price from insurers who must accept them. According to the Insurance Information Institute (III), every auto insurer must accept a number of assigned-risk drivers in proportion to the amount of business it conducts in each state. Residual-market policies may be available for all types of vehicles, including commercial vehicles, motorcycles, motor homes, campers, all-terrain vehicles, snowmobiles and golf carts.

Nationwide, assigned risk business made up roughly 0.8 percent of the total written auto premium in 2008, according to a 2009-10 report from AIPSO, which provides services for insurers that operate in residual markets. Nearly $1.5 billion of premium was written in the private passenger and commercial auto insurance residual market that year. However, due to advances in underwriting and changes in marketing strategies, the residual market has declined dramatically since the 1990s, according to John Verruso, director of communications for AIPSO. Back in 1989, by comparison, the residual market accounted for 8.9 percent of total auto premiums. A significant reversal of this trend is not anticipated.

“It will be interesting to see what happens,” Verruso says. “Historically, we have seen the residual market increase (during an economic slump). The auto insurance residual market s share of the total market may grow in 2010. If it does, it will still be nowhere near the levels we saw twenty years ago.”

Proportions of assigned risk premium vary greatly among states. North Carolina had by far the largest residual market in 2008 (the latest data available), with more than 14.4 percent of its total auto premium falling into that category, according to the AIPSO report. Massachusetts, in second place, had 6.1 percent in the market, followed by Maryland at 2.8 percent.

Though all 50 states and the District of Columbia have a residual market, there are four different systems. The most common is the “assigned-risk plan,” currently found in 42 states and the District of Columbia, according to III. These plans are administered through an office created by the state and governed by a board representing insurance companies licensed in the state.

Four states (Florida, Hawaii, Michigan and Missouri) have state-mandated pooling mechanisms through which all auto insurance companies doing business in the state share the premiums outside the voluntary market, as well as the profits or losses, according to III.

North Carolina, New Hampshire and Massachusetts have reinsurance facilities. Here, an insurer decides whether to handle the policy as part of its regular “voluntary business” or transfer it to the reinsurance facility. An insurer is permitted to transfer a percentage of its policies to the pool. Profits or losses in this pool are shared by all auto insurers licensed in the state, according to III. (Massachusetts began a three-year process to convert to an assigned risk plan in April 2008, according to III.)

Maryland is the only state that has its own state-funded system. Private insurers do not participate directly but are required to subsidize any losses from the operation.

How an assigned-risk pool works

Each state has its own eligibility rules for its assigned-risk pool, but typically you must have been declined for a car insurance policy or offered a policy at a rate higher than the pool’s premiums within the last 60 days. Some states may require that you’ve been turned down more than once. AIPSO has each state’s manual online.

Your car insurance agent will help you get a policy from the residual market. You’ll likely sign a declaration stating that you’re eligible under your state’s rules and your agent will tell you your rate and the insurance company to whom you’re assigned. This rate is set by your state insurance department, so no matter which insurance company you get, your rate remains the same. However, your premium will still vary according to factors such as where you live, your age and your driving record.

Even in the residual market, you’ll have some policy options. Of course you’ll have to buy liability insurance for at least your state’s minimum requirements, but you will likely have a range of liability-amount choices above that, plus the option to purchase collision and comprehensive coverage.

It’s possible you can get out of the pool within a year or two. Your residual-market insurer may offer you a policy in the voluntary market. States often provide incentives to insurers for these “take outs.” Or, you may be able to find a voluntary-market car insurance policy yourself. There’s no law against shopping around for car insurance!

The standard assigned-risk period is three years, according to Verruso. Then you’ll be back in the voluntary market and, one hopes, not returning to the pool.

10 Reasons Why High School Sports Benefit Students

Athletics have been a mainstay of the high school scene for decades. Today, the field has merely expanded, encompassing an even greater variety of competitive options for male and female students alike. While many students get involved in high school athletics for sheer love of the game, there are significant benefits from these extracurricular activities as well. We have 10 ways high school sports benefit students some of which students and parents may not even realize.

While club sports have become a popular pastime for both students and college recruiters, there is still a lot to be said for playing for your high school team. According to Unigo. students who participate in high school sports learn the benefit of representing their community on the field or court. These athletes learn the fun of team rivalries and revel in the praise of a job well done for their school. This feeling of community and the honor of representing the home team may run over into college athletics if the student advances in his sport as well.

The fitness level of athletes in high school sports programs cannot be underestimated. According to a report from the National Federation of State High School Associations (NFHS), a 2006 study on female athletes found that when female students are given more opportunity to participate in athletics in high school, their weight and body mass improve. A 2001 survey found that students agreed they would not spend as much time in sedentary activities like watching television and playing video games if they had other options after school.

Studies also suggest that student athletes are less likely to participate in unhealthy or risky behavior when they are playing sports in high school. The same report by the NFHS cited a 2002 study by the Department of Education that found students who spent no time in extracurricular activities in high school were 49 percent more likely to use drugs and 37 percent more apt to become teen parents. Just four hours in an extracurricular activity like sports each week dramatically improved those numbers.

A survey conducted by the Minnesota State High School League in 2007 and reported by the NFHS found that the average GPA of a high school athlete was 2.84, while a student who was not involved in athletics had an average GPA of 2.68. The survey also showed that student athletes missed less school than their non-athlete counterparts, with a total of 7.4 days missed and 8.8 days missed, respectively.

Another study published in the Medicine Science in Sports and Exercise in August, 2007 found that students who were active in sports like soccer, football and even skateboarding performed 10 percent better in core subjects like math, science, social studies and language arts. Because sports offer equal opportunity to all students at the high school level, these academic benefits extend to all area of the student population, including students that might be traditionally underserved.

The Importance of the 3 P s

Team members learn that practice is required, even when they would prefer to be spending time with friends. They learn the harder they work, the better they perform. The heart keeps approximately 5 liters of blood pumping throughout the body, according to the Franklin Institute. Doctors can determine the health of the heart and blood vessels by measuring the blood pressure—the force the blood exerts on the walls of the blood vessels. A blood pressure reading consists of two figures; the systolic pressure, which indicates the force of the blood as the heart contracts, and the diastolic pressure, which indicates the force of the blood as the heart relaxes. The two readings of blood pressure can fluctuate due to factors ranging from everyday stress to serious health conditions.

Normal Blood Pressure

Doctors consider the normal blood pressure level for a healthy adult to read less than 120 mmHg for the systolic pressure and less than 80 mmHg for the diastolic pressure, according to the American Heart Association. Because blood pressure can fluctuate from minute to minute, doctors recommend charting blood pressure results over time to get an accurate assessment of them.

High Blood Pressure

To receive a diagnosis of high blood pressure, a condition known as hypertension, the patient must consistently demonstrate blood pressure readings of more than 140 mmHg systolic pressure and/or 90 mmHg diastolic pressure, as described by the American Heart Association. Those patients with systolic pressure readings between 120 mmHg and 139 mmHg or diastolic readings between 80 mmHg and 90 mmHg suffer from prehypertension—a condition that warns of the onset of high blood pressure. Controlling blood pressure fluctuations in those with prehypertension and making lifestyle changes to lower pressure can help prevent high blood pressure.

Low Blood Pressure

Because one in three adults in the United States suffers from high blood pressure, according to the National Heart Lung and Blood Institute, most strive to get blood pressure lower. But too low, a condition known as hypotension, can become dangerous because vital organs may not receive enough oxygen and nutrients. Doctors consider a systolic pressure of less than 90 mmHg or the diastolic pressure of less than 60 mmHg as low blood pressure, as described by Blood pressure that fluctuates into the low range is only considered a problem when worrisome symptoms appear.

Fluctuation Cause

Blood pressure can fluctuate from high to low in short periods of time. Each beat of the heart can produce varying pressures. The position of the body, breathing rhythm, stress level, physical condition, medications, foods, drinks and even time of day contribute to blood pressure fluctuations. Medical conditions such as pregnancy, heart problems, dehydration, infections and allergic reactions can also cause fluctuations in blood pressure. If the pressure fluctuates dramatically, such as falling more than 20 pressure points, symptoms can occur.


When blood pressure fluctuates down to a lower pressure, the patient may experience dizziness or fainting due the brain failing to receive enough blood. Other symptoms of low blood pressure include blurred vision, nausea, shallow breathing and thirst. As blood pressure fluctuates higher patients may experience headaches, but high blood pressure often fails to produce any noticeable symptoms until damage to the blood vessels result in serious conditions such as a heart attack or stroke.

High-efficiency detergent and regular detergent are two types of detergent sold in many supermarkets and other selling outlets. Both types are carried by major detergent brands. The differences in these two different detergent types are in their functions as well as how and where they are used.

High-efficiency detergents (also known as HE detergents due to the embossed label on the product) are specially designed detergents for a particular kind of washing machine, the high-efficiency washing machine.

The detergent complements the capabilities of the machine by creating few or no suds, working with less water, and having more concentration compared to a regular version of detergent. While in use, it is recommended not to use too much high-efficiency detergent even if the detergent doesn’t produce suds.

Another advantage for the high-efficiency detergent is that it is more environment friendly. In terms of cost, the high-efficiency detergent is preferred in the long run because it decreases the use of water and electricity up to 20 to 66 per cent per wash.

Regular detergent, on the other hand, is the detergent used for conventional washing machines. Regular detergents are also known as standard or normal detergent. Unlike the high-efficiency detergent, the regular detergent powder uses a high volume of water, a larger amount of the detergent itself. Regular detergent also offers less concentration of the formula compared to high-efficiency detergent. When in contact with water, this type of detergent produces a high volume of suds.

As products, both high-efficiency detergent and regular detergent can be similar with small discrepancies in pricing. Many washing machine manufacturers encourage their customers’ use of high-efficiency washing machines and will recommend the particular detergent that the machine specifically uses and is designed for. This is to prevent machine damage and fewer problems with the machine. Some manufacturers consider the high-efficiency washing machine’s warranty void if a regular detergent is used.

Both detergents also have different formulas in terms of keeping the dye color of the clothes and not “bleeding” them into other clothes in the wash. The two detergents also come in many options and added laundry ingredients like the addition of ordinary or color-safe bleach and fabric softener.
